Government Extends Umbrella Scheme for Safety of Women

The Indian government’s decision to continue the Umbrella Scheme for the Safety of Women underscores its commitment to addressing issues related to women’s safety and empowerment. Announced by the Union Cabinet chaired by Prime Minister Narendra Modi, the scheme will be implemented with a total cost of ₹1,179.72 crore over the period from 2021-22 to 2025-26.

 

Under this scheme, the Ministry of Home Affairs (MHA) will allocate ₹885.49 crore from its budget, while ₹294.23 crore will be funded from the Nirbhaya Fund. This financial allocation reflects the government’s dedication to prioritizing women’s safety initiatives and providing adequate resources for their implementation.

 

Ensuring the safety of women involves addressing various factors, including the enforcement of strict laws, efficient delivery of justice, and the establishment of accessible support structures for victims. In recent years, amendments to the Indian Penal Code, Criminal Procedure Code, and the Indian Evidence Act have been made to enhance deterrence against offenses targeting women.

 

As part of its efforts to improve women’s safety, the government has launched several projects in collaboration with states and union territories. These initiatives aim to strengthen mechanisms for timely intervention and investigation of crimes against women, as well as to enhance crime prevention measures.

 

Key projects proposed to be continued under the Umbrella Scheme for Safety of Women include:

  • 112 Emergency Response Support System (ERSS) 2.0: This project focuses on establishing an emergency response system to provide timely assistance to women in distress. By dialing the toll-free number 112, individuals can access emergency services and receive immediate help during critical situations.

 

  • Upgradation of Central Forensic Sciences Laboratories: The scheme includes provisions for upgrading central forensic sciences laboratories, including the establishment of a National Forensic Data Centre. These enhancements will strengthen forensic capabilities and facilitate more effective crime investigation and evidence analysis.

 

  • Strengthening of DNA Analysis and Cyber Forensic Capacities: The scheme aims to enhance DNA analysis and cyber forensic capacities in state forensic science laboratories (FSLs). By improving these capabilities, law enforcement agencies can better investigate cases of sexual assault and cybercrime against women.

 

  • Cyber Crime Prevention against Women and Children: With the increasing prevalence of cybercrimes targeting women and children, this project focuses on preventing and addressing such offenses. It includes measures to raise awareness, provide training, and enhance cybercrime prevention strategies.

 

  • Capacity Building and Training of Investigators and Prosecutors: Training programs will be conducted to equip investigators and prosecutors with the necessary skills and knowledge to handle cases of sexual assault against women and children effectively. This initiative aims to improve the quality of investigations and enhance the prosecution of offenders.

 

  • Women Help Desk & Anti-Human Trafficking Units: Women help desks and anti-human trafficking units will be established to provide support and assistance to women facing various challenges, including trafficking and exploitation. These units will serve as dedicated resources for women in need of help and protection.

 

By continuing the Umbrella Scheme for the Safety of Women, the government reaffirms its commitment to promoting women’s safety and empowerment. Through targeted interventions and strategic initiatives, it aims to create a safer and more secure environment for women across the country.
