EPFO: Survey to Assess Women’s Workforce Participation

The Employees’ Provident Fund Organisation (EPFO), in conjunction with the ministries of labour and women and child development, has initiated a survey to evaluate and enhance women’s participation in the workforce. This pioneering effort by one of the world’s largest social security agencies aims to gauge the progress made by employers in fostering an inclusive work environment for women.

The survey involves an extensive questionnaire distributed to approximately 300 million EPFO customers nationwide. The participants, which include both employers and employees, are asked to provide insights into various aspects related to women’s engagement in the workforce. Employers are specifically rated based on their support for women’s participation and the existence of facilities that contribute to a more inclusive workplace.

A senior official from the women and child development ministry stated, “The employers’ rating survey (is) to help us gauge the progress and efforts of employers based on specific facilities. This initiative is a step towards accountability and recognition of those who actively contribute to a more inclusive work environment.”

The questionnaire covers a range of topics, including the availability of late-night transportation, the presence of childcare centres, and the existence of an internal complaints committee for handling procedures related to the prevention of sexual harassment (Posh). It also inquires about the provision of remote work or flexible hours and whether there is gender parity in pay for equal work.

The Periodic Labour Force Survey Report 2022-23, released by the ministry of statistics and programme implementation, highlighted a significant improvement in female labour force participation, rising by 4.2 percentage points to 37.0% in 2023. The survey reflects the government’s commitment to women’s empowerment through policy initiatives focused on education, skill development, entrepreneurship, and workplace safety.

The EPFO’s involvement in this survey aligns with its role as a key institution overseeing social security in India. The data collected from the survey will contribute to a more comprehensive understanding of the challenges and opportunities related to women’s workforce participation. By involving both employers and employees, the initiative seeks to foster transparency and accountability in promoting a gender-inclusive work environment.

WCD minister Smriti Irani, speaking at a recent event, emphasized the government’s commitment to women’s welfare. She highlighted specific measures, such as providing paid maternity leave to registered road construction workers and 12 weeks of paid maternity leave for mothers with more than two children or those adopting. The EPFO survey is expected to provide valuable insights that will contribute to ongoing efforts to enhance women’s participation and empowerment in the workforce.
